Can confirm this is fixed in Dragonfish-24.04.3-MASTER-20240623-013913
With the new version, shutdown occurs within a couple of seconds, instead of after a 90s timeout.

On a clean install of Dragonfish 24.04.0, or later, confirmed with 24.04.2-20240607, creating a single disabled vm will cause shutdown to hang until a 90s timeout expires.
I have made a video of a repro, the instance is shutdown, then restarted, then a vm created, not started, and then the instance is shutdown, and then restarted, the the vm is deleted, then a shutdown is performed.

I do not know if having enabled VMs changes the situation.
I ran across this while trying to test NAS-129406
Tested with TrueNAS 23.10.2 as Hypervisor.
