P600 Quadro not being passed to Apps

Description

Installed Nvidia Quadro 600 to be used for a application. Under config for the application, the Nvidia GPU does not show up as an option. A 2nd AMD GPU is installed and confirmed working fine.

I can see the GPU listed okay under isolated GPU settings (the GPU is not been set to be isolated)
If I run: lspci | grep VGA - I do get the correct read back.
If I run: nvidia-smi - it fails to communicate
On the latest version of TN Scale that I have coming up.
Server has been rebooted as well.

I don’t have permission for accessing that, and mentions on that about VM, this isn’t for VM, works fine there, this is only for the Apps
