can't unset or move app pool

Description

Fresh RC2 EEL install on a “small” non server system.
After a reboot, the pool set for the apps has been exported automatically , disk is not failing or other, but couldn’t import the previous pool.
So i tried to wipe the disk and recreate the pool, but every attempt to move or unset the app pool fail

update to stable, same issue. Can’t nor unset or change assigned app pool.
