Apps not migrating from 24.04.2.3 to 24.10.0

Description

1. Steps to reproduce:
Upgrade from TrueNAS 24.04.2.3 to 24.10.0
~12 Different Apps installed
Some are TrueNAS applications, other are Truecharts, and some are Custom TrueNAS Apps.

Im expecting to have to redo the truecharts ones but would like to have most of the truenas ones be automatic. I have not been able to upgrade any apps to docker. When i upgrade to 24.10 i dont see any apps in the list and im assuming it failed for some reason and when i try and manually migrate with the provided command i am given an error about backups and utf-8. Any help would be appreciated.

2. Expected Result
Have all apps migrated

3. Actual Result
None migrate and attempting to manually migrate with the command: midclt call -job k8s_to_docker.migrate poolname

Gives the error:
middlewared.service_exception.CallError: [EFAULT] Failed to list backups: 'utf-8' codec can't decode byte 0xa6 in position 0: invalid start byte
