TN Apps/Docker Doesn't Respect Global HTTP Proxy

Description

When a system is using the networking global http proxy settings, creating apps may fail due to proxy settings not configured correctly for docker and docker containers.

An as-is current debug is fine for now, but the Engineering team may ask to reproduce the issue on a non-modified install, depending on what customizations you’ve added

Do you want a debug with or without the custom settings I have added to things like /etc/docker/daemon.json: added http-proxy lines

/etc/systemd/system/docker.service.d/http-proxy.conf: Service environment variables for http proxy

Etc

I don’t know what files will be taken in the debug
