Provide some context for INFO level scrub notification.

Description

The INFO level periodic scrub task produces two messages (scrub started, finished) per pool when things are operating normally. This means that there will almost always be a scrub-related alert when you login to the webui, as one or more scrubs have likely been performed, generating these messages.

The helpful context that is lacking in these messages is that, as a byproduct of a scrub that has been started, performance may be degraded/reduced.

This is a request to provide some additional context, otherwise these INFO level messages (not sure they can be dismissed in Alert settings, but they certainly exist by default), are not particularly meaningful.
