Setting Quota for dataset does not work

Description

It appears that when you set a quota for a given dataset it does not actually result in a quota being applied when checking zfs get quota pool/dataset. If however you set a quota for dataset and children it does work.

You're setting a refquota via the UI but checking for quota via shell.
