I rebooted this system (again) and now this function works. i have no idea why the prior rebooting didnt help, but this time it allows me to set the ip address and get to the create instance screen, which was locked before. so unless there is some insight by the dump, i would just chalk this up to an upgrade bug that an additional reboot resolves.

just open global settings, leave ipv4 blank or fill in any legit cidr address, it fails
