allow to create a VM in incus without a disc

Description

Either add support to allow a physical drive (PCI device) to be used as root disc for the VM or allow a VM to not have a root disc.

Problem/Justification

if you would like a VM too use a physical disc/PCI device as harddrive (for performance reasons), there is currently no way to not have any `root` disk configured in incus via the UI
