After unlocking root dataset, the instances page reports "Dataset is locked" until manually unsetting and reselecting the pool
1. Have encrypted root dataset
2. Unlock root dataset
3. Instances still reports "Dataset is locked" - Clicking "Go To Dataset" takes user to an unlocked dataset
4. Going to Configuration and de-selecting the pool, then reselecting restores function
