New user help

Description

For new users, offer:

1) A guided tour of the UI (one time click through arrows that point out things like: Global search bar, how to send feeback/bug, what is dashboard and how to configure it, etc.)

2) A tips dialog on login that is dismissable if you don't care to see them anymore.

Many/most UIs do this and it might make SCALE more welcoming (even for CORE users).

I’m not a huge fan of click-through tutorials, but we do need to improve the experience for the new users, guide them through the UI and teach them basic ZFS concepts as they set up their first pool.
