@Mark G this message is about network changes in the host, did you modify anything in the Network section? Can you post a screenshot?

@William Gryzbowski what i did; on a running vm, under DETAILS for the vm, i just selected NIC, which showed both that are in the system. i selected the 2nd one which isnt used, and got the result posted. i just tried to recreate it just now, but i cant. i did recreate it more than once before i originally posted, but i did reboot so perhaps the reboot fixed it? i just tried adding and removing multiple times and its working now…i will keep playing with it to see if i can recreate this. rebooting has fixed a couple ‘issues’ i have found.

Rebooted and the error message stayed (the vms were on autostart). so i shut the vms down using the VNC, and that caused the error message to disappear. But either you shouldnt be able to select it while the vm is running or it shouldnt lock you out of the individual vm gui.

i installed several vms, and while running i tried to attach a spare nic to one just to see if it would work. It seemed to take the change. However, i can not stop the vm via the instances page. It says under the NIC heading "NIC modifications are currently restricted due to pending network changes." except its been hours and that warning isnt going away. I cant stop the vm either.
Since i was experimenting i tried it with another vm; same result.
Note that the vms are still running properly, so nothing affected there. Just the Instances page and two locked up vms that i cant stop
fyi
