Scrutiny widget opens "web portal" to influxdb, not the scrutiny web ui

Description

It would be more useful if the Globe icon on the card would open scrutiny, not the influxdb database.

In this particular case it probably just shows the first portal on the list.

TODO:

  • If App widget, if there is a portal called Web UI, use it for the button, otherwise use first.

  • If there are multiple portals, show a dropdown arrow on the right with other options.

  • In app details in Installed apps, add separation between different portal buttons when there are many.

  • In app details, reorder buttons to show Web UI as the first button if this portal exists.
