Improvements for new user form

Description

The new user form was implemented under the existing user module, and the button was added there.

TODO:

  • Revert the user module src/app/pages/credentials/users to the stable state.

  • Integrate the new user form src/app/pages/credentials/new-users/new-user-form on the new user page src/app/pages/credentials/new-users.

  • Update button text to Add

  • Rename the directory new-user-form to user-form (ensure no collisions)

  • Fix collision for ix-delete-user-dialog in the new module.
