Enabling custom web server with TLS on TrueCommand Cloud

A customer was able to workaround the lack of a link to `alert-services` on Cloud by going to the route directly through the path and then changing their cloud settings. MW shouldn't even allow changes, but somehow it went through.

We either a) Need to restrict that route and ensure MW does not allow changing the SMTP settings on cloud from our internal relay or b) Remove the restriction if more customers want to use their own SMTP relay settings or even use PagerDuty.
