Apps constantly say Initializing

Description

I want to install Plex as an app however i constantly get initialising app service and constantly deploying Plex without ever creating a server

I have fixed the original issue however i am still wondering how i can get a separate pool to sleep the disks when not used. I have disabled Smart checks made sure apps isn't running and still there's activity every 5 minutes even without network.
