Clarify Settings -> Change Adminstrator Password

FreeNAS documentation tells me that I can change any user's password via [gear]->Change Password.

In practice, no matter what user I enter in the Username field, the root password gets changed, and I do not need to enter the correct Current Password for root to make that change.
