Creating a new dataset on an encrypted pool: I uncheck encryption, confirm, the inherit box goes away, and I submit the dataset. The saved dataset is encrypted

Steps to reproduce
1.) Create a pool with the encryption flag enabled.
2.) Create a dataset and uncheck encryption
Result
If you right click dataset encyrption options appear. This should not appear if this were an unencrypted dataset. If encryption is unchecked inhert should also be unchecked automatically.
Workaround
When creating the dataset uncheck inherit encyryption first, then uncheck encryption before saving. If you uncheck encryption first it will prevent inherit encryption from being displayed and inherit encryption will silently remain enabled.
