[SCALE] Collectd improvements - tcp/udp for external graphite host

collectd sending telemetry over tcp is great... except when its' not.

some environments' receivers may be latent.

when collectd is configured to use TCP, and there's a firewall between the host and the endpoint, I've seen problems where connections get killed, and collectd loses its' marbles.... hard hangs and the host has to be rebooted to get telemetry back to functional.... the point here isn't to argue which is better... the point is that this aught be a user-configurable knob.

TLDR: permit the user to specify whether collectd uses tcp or udp for sending telemetry
