[SCALE] Collectd improvements

This appears to be a feature request or suggestion, not a bug. Escalating to Engineering for additional triage.

.What I propose is y'all take advantage of the `collectd.d/plugin-name-here.conf`  pattern that collectd supports.

Each plugin should have its' own file. 

Expose some mechanism of interacting with / manipulating the contents of that file...  

There's several ways to facilitate this... I could suggest a few, but y'all are smart.  I don't wanna come across as too much of a pita
