Alert is not triggered in TrueNAS Scale when LAGG (bond) is disconnected (TAKE 2)

Hello! I have reproduced the same issue from [my previous ticket](https://ixsystems.atlassian.net/browse/NAS-133080), on a completely different system, running the latest stable Electric Eel. Here is the problem description again:

On my TrueNAS Core/Enterprise systems, I am accustomed to receive alerts, both in the GUI and by email, whenever a network cable in a LAGG is disconnected. But this function seems not to work in TrueNAS Scale. I see a syslog message that the link is down, and the bond status changed, but there is no alert documented in the "bell" icon of the web GUI. In the system settings, I found an alert setting called "Ports are Not ACTIVE on LAGG Interface", which is set to Critical, send Immediately, but no email is sent. I know the correct language in Linux is now "bond" and not "lagg"; so perhaps this functionality has not been completed? On my dashboard, I believe the bond that I unplugged has simply disappeared; it does not show as disconnected but simply like it does not exist. Thanks very much for your help!

I should clarify in my description of the problem, the issue with the Dashboard only occurs if all the cables in the bond are disconnected at the same time; then the entire bond disappears from the dashboard rather than showing as disconnected. I was not able to test that this happens on the second system, because it has only two network ports, and I would have rendered the GUI inaccessible. I only observed the dashboard issue on the machine from my earlier ticket running Dragonfish. But the issue with the Alerts and Emails occurs on both systems, testing with only one cable unplugged, from a bond of two.
